Embedded Media Files in Classic Quizzes Do Not Display When Migrated to New Quizzes

Description

Media files that have been embedded in Classic Quizzes do not display correctly when the quiz is either imported or migrated to a New Quiz. The media automatically downloads instead.

Expected Behavior

Media should display in New Quizzes when imported or migrated from a Classic Quiz.

Workaround

No workaround exists at this time.

Steps to Reproduce

Prerequisites: Create and publish a course with a teacher enrolled. Be sure that New Quizzes is enabled.

1. Create a Classic Quiz
2. Create any type of question, then embed a video either using Course Media or the Upload/Record Media tool
3. Update the question and save the quiz.

Migrated to New Quiz

1. Migrate the Classic Quiz to a New Quiz
2. Notice there is a placeholder for the media in the New Quiz, but it does not play

QTI Imported via Course Import Tool

1. Export the Classic Quiz
2. Using Import Course Content tool, import the QTI as a New Quiz
3. Notice there is a placeholder for the media in the New Quiz, but it does not play

QTI Imported Directly into New Quiz

1. Export the Classic Quiz
2. Create a New Quiz.
3. Import the QTI file directly into the New Quiz using the Import Content tool.
4. Notice there is a placeholder for the media in the New Quiz, but it does not play
